Restraints and incentives
1) Restraints are negative measures, such as those which force car users to move to the use of alternative, more environmentally-friendly transport modes (eg by prohibiting or restricting car parking). Incentives are positive measures to encourage people to make less use of their motor cars and move towards greater use of sustainable transport (eg bus, tram and train services).
