Engineering plant

1) Legally defined in RV (C&U) 1986. May be generally described as motor vehicle/trailer which is movable plant or equipment specially designed and constructed for engineering operations and which cannot comply with the regulations.

Also must not be designed to carry loads other than material that it has excavated (also includes mobile cranes).
