1) Department of local authority (and officer of such) concerned with (among other things) vehicle weights (direction of vehicle by police for weighing and prosecution is on behalf of highway authority).

Such have powers of prosecution for weight offences and can prohibit use of overloaded (ie unsafe) vehicle by issue of form GV 160.
