White Paper

1) Government document setting out proposals for action/ legislation for consultation with interested parties (usually preceded by a Green Paper and followed by the publication of a Bill and subsequently an Act of Parliament).

In the transport context, the best known White Paper of recent times was that of 1998 on the future of transport, 'A New Deal for Transport: Better for Everyone', commonly referred to as the Integrated Transport White Paper. See also Green paper.
