Usually paved and with all vehicles prohibited except during specified times for delivery vehicle access. Pedestrian-controlled vehicle 1) Motorized vehicle controlled by pedestrian (eg motor mower). Term found in legislation meaning vehicle not constructed to carry a passenger (C&U regulations) and regarding driver licensing (category K under new-style EU licences).
