1) Statutory authority empowered to issue goods and passenger 'O' licences and discipline operators (eight appointees currently, in UK) - previously called the Licensing Authority (LA) when dealing with goods vehicle licensing. Also responsible for disciplinary matters regarding LGV/PCV driver licensing. Normally, one for each Traffic Area appointed by Secretary of State for Transport, to whom they report annually.
