Traffic congestion
1) Situation where many vehicles on the same stretch of road, or in a town centre, result in congestion with consequent slow movement, frustration of drivers and excessive consumption of fuel and emission of vehicle exhaust fumes polluting the atmosphere - hence why traffic congestion is seen as an environmental evil to be eradicated.

Traffic Area/Office
1) The UK is divided into a number of administrative areas (ie Traffic Areas) for 'O' licensing, purposes under control of Traffic Commissioner. Each has central office where forms are obtained/ applications made, etc - see local telephone directory for address and telephone.

Tractor
1) Vehicle intended for pulling rather than carrying. Legally defined as a motor tractor - vehicle not itself constructed to carry a load and with an unladen weight not exceeding 7,370 kg. See also Locomotive.

Traffic Commissioner
1) Statutory authority empowered to issue goods and passenger 'O' licences and discipline operators (eight appointees currently, in UK) - previously called the Licensing Authority (LA) when dealing with goods vehicle licensing. Also responsible for disciplinary matters regarding LGV/PCV driver licensing. Normally, one for each Traffic Area appointed by Secretary of State for Transport, to whom they report annually.

Traffic
1) (1) Vehicular traffic on a road or rail network, aircraft or ships operating along 'traffic lanes'. The more there are the greater the traffic congestion is said to be (ie the UK's M25 London orbital motorway is as congested with road traffic, as the English Channel is busy with shipping traffic, etc). (2) Goods or passengers carried by traffic (see above).

1) Licence which authorizes use of vehicle on road without payment of VED. Only available to motor traders/repairers, etc and use restricted to specified purposes. Issued (in form of plates) by LVROs.
